With the implementation of EEC Directives Nos. 78/1026/EEC and 78/1027/EC with effect from 21 December 1980, consolidated in Directive 2005/36/EC, the arrangements which apply between Ireland and the other Member States of the European Community regarding the exercise of the profession and right of establishment are as set out below:-
Veterinary Practitioners ceasing to reside in other Member States of the European Community and taking up residence in the Republic of Ireland for the purposes of exercising their profession will have to:
i. Ask the competent authority in their home Member State of origin or the Member State from which they come to issue directly to the Veterinary Council a statement (which must not be more than 3 months old) containing full “information regarding measures or disciplinary action of a professional or administrative nature taken in respect of the person concerned or criminal penalties imposed on him/her when pursuing his/her profession in the Member State of origin or in the Member State from which he/she”. (Article 21 of Directive 2005/36/EC).
ii. Produce to the Veterinary Council the original or a notarised copy of the academic qualification (as specified in Article 38 Directive 2005/36/EC) which entitled them to be registered with the competent authority in their Member State of origin or the Member State from which they come. Where a diploma, certificate or other evidence of formal qualifications was issued before the implementation of Directive 78/1027/EEC, it shall be accompanied by a certificate from the competent authorities of the issuing country stating that it complies with Article 1 of Directive 78/1027/EEC.
iii. Submit notarised translations of qualifications, transcripts, identification and nationality (i.e. passport), pay the current registration fee, and make the required declarations in their application for registration submitted by email to registration@vci.ie.
Certified English translations of the certificates or statements referred to in (i) and (ii) are required.
Veterinary Practitioners ceasing to reside in Ireland and taking up residence in another Member State of the European Community for the purpose of exercising their profession will have to:
i. Request that the Veterinary Council issue to the competent authority of the host Member State a statement as required by Article 21 of Directive 2005/36/EC (and not more than 3 months old) containing full “information regarding measures of disciplinary action of a professional or administrative nature taken in respect of the person concerned, or criminal penalties imposed on him while pursuing his/her profession in” Republic of Ireland. There is a fee for the issue of a Right of Establishment Certificate;
ii. Produce to the competent authority of the host Member State the original or a certified copy of the academic qualification, which entitled them to be registered in their county of origin. Where a diploma, certificate or other evidence of formal qualification was issued before the implementation of this Directive, it shall be accompanied by a certificate from the competent authority of the issuing country stating that it complies with Article 38 of Directive 2005/36/EC.
iii. Fulfil any other requirement of the competent authority in the host Member State.
